Ultra Resizer already allows you to upsize photos. In fact, you can choose any size you want.

Thank you for informing me that UR also upsizes photos. Somehow that feature escaped my notice. And I didn't see 'upsizing' mentioned as a featured at the UR website. Well, I shall certainly take a closer look.
